How do I convert a JPG or PNG image to a vector Image?

Pictures in pixel-based formats (e.g. .bmp, .jpg, .png, etc.) cannot be converted to vector images, which are mathematically-defined geometric objects.
Vector images are generally created with drawing and illustration programs, such as Adobe Illustrator or CorelDRAW. If a vector image is needed, the creator of the original image will need to re-create it using such a program.
