I have inserted an image into Publisher, but when I try to move or resize the image it displays strange graphical glitches and will not move correctly.

Cause
This is a known issue with Publisher 2016 and Windows 10, in which having multiple displays (such as two or more monitors or a laptop in a docking station) causes graphical issues due to resolution mismatches.
Resolution
Microsoft does not support an official solution at this time. We recommend either disabling any extra monitors temporarily, or removing the laptop from the docking station in order to move/resize images.
